The Union ministry of road transport and highways stated that nine national highway projects worth 61.37 billion had been delayed for an extended period of time due to delays/refusal to grant permission for extraction of borrow earth, Covid-19, acquisition of land, forest and environmental clearances, shifting of utility services, and sluggish progress of work by contractors.
